France considers allowing online gambling

The French government is said to be seriously considering the legalizing of online gambling.

Prime Minister Francois Fillon’s office said it is in the process of studying the report that it commissioned last November into how the on line gambling market might be opened up in France.

All Internet based games involving money are presently outlawed in France, except for the French lottery monopoly Francaise des Jeux and pari-mutuel (or pool betting) horse betting monopoly PMU, which offer on-line betting and scratch cards.

Within the last year, the heads of some foreign on-line gambling operators have been arrested in France for breach of French gambling laws.

The report apparently identifies three different ways to open up the tightly regulated French market.

1) Issuing licenses that would limit on-line betting to sporting events 2)  Including betting on card games. 3) licensing all games except for lotteries.

The report doesn’t seem to envision wide-open gaming in France however and suggests that the legalization of on-line slot machines would run contrary to France’s “objectives of common interest”, including the protection of gamers from addiction and the prevention of fraud and money laundering.
